Reproduction Requirements
No policy is going to create a perfect society. But implementing simple and well thought out socioeconomic mechanisms would create a situation so much better than the current one that it would be unfathomable to today's common man. Any policy emplaced toward the direction of these ideas, even if minimally, will show an improvement in the status quo. A more extreme policy could also be emplaced, and it would produce dramatically better results. However, it has to be done properly. Improper reproduction requirements, or poorly executing a proper set of reproduction requirements, can have extremely negative consequences. If implemented properly, aside from creating a stable and healthy environment for children, such policies will greatly increase socioeconomic health and greatly reduce unnecessary resource consumption. It is important to note that these rules would only be enforced for future generations, not current parents as that would create too many problems. Policies would need to be slowly implemented over the course of several generations.

Requirements
  • Credit score, net worth, and capital reserve: Each parent or potential parent should have to maintain a minimum of all these. This will increase financial stability of the average family and will be largely eliminate the need for welfare except in extreme situations.

  • Thorough psychological and physical examinations: Each parent or potential parent should need to pass such examinations. This simple process will weed out many of the people who are not fit for parenting. Again, it will not stop all poor potential parents, but it will prevent a great portion of them from becoming parents.

  • Tertiary education or apprenticeship: It should be mandatory that each potential parent attain some type of related education or skill.

  • Family education training: All parents and potential parents should be required to regularly pass family education training programs.
Procedure
Having children in this so called modern civilization right now is in nothing more than a state of anarchy. Anyone can have a child at any time for no reason, without consent from the professional community or from the male partner. This is a recipe for disaster, which is most obvious in countries like the United States, but has consequences to different degrees in most countries. Before a woman can have a child she must first have the potential father agree to having the child via contract. Without this the man should have no responsibility for the child. After this each parent must have all above requirements met. Then and only then may the potential mother have a child. This will prevent so many social and economic problems with such a simple yet civilized process.

Consequences of Violation
The punishment for violating such policies must be severe to be effective. Outright violations must result in mandatory surgery to prevent the parent or parents from having another child. Minor infractions, such as falling behind on finance, can be corrected in a certain amount of time before such actions are taken. In extreme cases children may have to be taken away from the parents.

Rewards
Success in overcoming such odds and strict requirements should be met with financial reward. This way proper families are rewarded rather than irresponsible ones. I have no rewards set in stone right now as these details are not important at the moment. But they could range from tax breaks to cash to the funding of future education.

Criticism
Most people now will be against these ideas simply because they are brainwashed under different ideologies. This is the simple truth. The main reason that the plutocrats would be against such policies is because they would create a much healthier and smarter generation. This generation would be much harder to brainwash with ridiculous political or religious indoctrination, and would be much more difficult to turn into mindless consumers, thus reducing their profits. Most people who would disagree with such refined policies are simply pawns of these puppet masters. Some may argue it is against freedom of choice, but fail to realize that the choice of having a child is not simply a personal decision. It not only affects the parent or parents, but also affects the community, and affects the future child. This issue goes beyond such simplicity as freedom of choice, and it is absurd to argue this. A lot of people also like to complain about welfare and people living off others’ backs, but refuse to even acknowledge simple solutions to these problems.
